Draft Lawsuit
It is not too soon to begin drafting a lawsuit against your local water district. This will help you focus the issues.
Your hope is to avoid filing suit. The process is expensive and lengthy. However, it is possible to deliver your complaint without filing it, along with a clear statement that you are not yet starting the suit. The idea is that the preliminary complaint can serve as a tool for helping your water district to “see the light”.
The water district will take you much more seriously. You will be negotiating with the city attorney, and he can understand the potential liability.
